The whole issue is not hair smuggling, it was unwanted stuff to begin with. However when someone found a use for them , suddenly the Indian authorities want to place a tax on them being exported out. If you make wigs in India for export. Greedy people will still want to tax you (maybe a larger amount because it is finished product) no matter what because they can't bear to see others make money!

Few years back i had a hair cut done in enrich salon bangalore, despite telling the lady to maintain my hair length, she chopped full length in one go and kept it aside. Like she was saving it. Ofcourse i called the main office and created a scene. They refunded my amount and promised that they would "safely dispose Hair".
