You can parcel luggage via courier. My brother has done it before. its much cheaper. around 3-4 thousand it should be done. Contact international courier services.

Signatutre is not according to mandate means in system signatures are not updated according to new signature authority. I think bank does not update new post office manger sign yet. That's why your chq is bounced and it will again bounce. Sorry bro.

I think the cheque is p2f and hdfc branch staff is putting it in cts clearing, as many of the the post office cheques are cleared by the issuing branch only (p2f or paper to follow)not the service branch as they don't have the current available mandate thats why the reject reason "not as per mandate". or you could make request to post office to directly remit the amount to your account via rtgs.

As a banker i know there is no requerment of 2 signature of this all depends on account operation.

In govt account limit is not a metter 2 signature is needed when you make DD of more then 50k. On chq there is no limit till account holder not want.
