And that's because they're not under the same command and don't operate as a combined unit. Their general use name could be simply Special Forces.

The Indian Army has a Parachute Regiment and certain battalions of that regiment receive special training and are used for special purposes. So the 'Para' in Para SF stands for Parachute. Because they belong to the parachute regiment. On a different note, the Indian Army is a Military Force. While the BSF is a Paramilitary force. And the difference is that the BSF protects the borders during Peace Time, while the Army engages in wartime operations. And the reason for having different forces for the two jobs is so that they can specially train and deploy for their purpose since they have different role, rule of engagement, different types of weapon systems etc. The prefix 'Para' means 'beside' or 'alongside'. And Paramilitary forces are forces that serves alongside the Military, i.e., the BSF and other Paramilitary Forces serves alongside the Army and other Military forces. Whereas the 'Para' in Para SF I'd simply a shortened version of Parachute, making it Parachute Special Forces.
