brand packed pulses for eg. toor, urad daal in small quantity in 1 to 2 kilos are allowed?

Yes, pulses are generally allowed to be brought into the United States from other countries, but they must be declared to customs officials and they might ask you to through it away. I would suggest dont welcome unnecessary chaos at the airport by carrying items you might be questioned for. Pulses are easily available here, you can get it easily.

You can but that won't be a good idea because in the USA it might not work due to the voltage and plug points. Here electric cookers are easily available within reasonable prices

U.S. Customs and Border Protection (CBP) allows clarified butter up to 50 lbs (22.6 kg) for personal consumption. However, it's best to check with your airline for any limitations on the weight of checked baggage.

Carry your phone in your hand luggage. if you put it in your check-in, then your bag will be opened at your absence and it might be thrown away. So please carry your mobile device in your carry-on bag.
