Though an interesting argument, I wouldn't make it in an exam, as collective decision making isn't the same as collective ministerial responsibility

@@politicsexplainedtutoring could you say that in your mini conclusion for evaluation? You could say that while CMR is upheld when the prime minister is strong, it defeats the purpose as it is only upheld because the PM does not use his cabinet at all, and they do not want to rebellion against a strong leader

@@politicsexplainedtutoring Also, could you possibly say that CMR makes the PM stronger, as allows him to keep big beasts under control, but then counter it by saying it makes a weak pm weaker, as it would require the PM to listen to cabinet, in order to keep backbenchers happy
