No! How or why would he keep going if he hit her. In reality it’s not his fault neither. In law in a diver is in the water he needs a red and white flag floating on the surface. Your allowed to go fast on open water. It’s sad but it’s not his fault. It’s an accident and there is no way he could of seen her in the water.

If she didn't have the flag up that is in the boat, the red one. ( this is to show that someone on your boat is in the water) when she fell after skiing and is now just in the water, then he might have not seen her. This is then not his fault but her families fault or whoever was in her boat because they never indicated that someone was in the water.

At this point is anyone sure this guy hit that girl? He looks really hunched over in the video. Thats a lot of boat for a guy that's having issues walking. The "water ski area" (not an official area) is north west of the Rickenbacker bridge. Next to the condos in Brickell. They may not been able to ski there because the water is shallow and the boat they were using was large. I don't see people using a boat that large to waterski so just that is unusual. I think there also needs to be some review of the operator of the boat the girl was on.
