Drawing inspiration from the haunting beauty of the ring of mist that sometimes surrounds the moon (known as a “lunar halo”) and also the legends and folklore associated with this phenomenon, Richard has created a masterful work for the concert stage. Into Moonlight’s Mist opens quietly with transparent colors, then gradually builds and evolves throughout by adding layers of tonal richness and rhythmic intensity.

Same here. The high school band I'm in played "As Tear's Fall on Dawn's New Light" as the lyrical piece for MPA this year. The beginning sounds similar. (And it's, of course, by the same composer.)

pieces this slow and soft tend to be really exposed and the 5tuplets are killing me... *source: also playing it rn

Grade 4 pieces don't need to be ridiculously fast. Slower pieces tend to be harder, at least for young musicians because they like to go faster.

I think you are just looking at the note values and not really looking at this piece. This piece would be difficult for good collegiate bands

looks easy but there are different ways to interpret this piece and different styles of playing it, what makes it hard is getting the ensemble to play it all in the same style all agreeing how everything is played stylistic
