there is a very small elevator that they say is only for people with disabilities. it only has 2 stops. Street level and the top floor. it does not stop on every floor.

Agree... in that respect this is a very excluding design and dated way of thinking unfortunately. It is likely that a lift will be installed and there will be some post rationalisation as to its implementation in the end. However, it's a shame that it didn't form a critical part of the initial brief.

it is not for people with reduced mobility. there is a small elevator that takes you to the top and back to the bottom. but that is it. there is no place to rest and the elevator does not stop at any of the floors.

One thing that's nice about it is that there's potential for 'more' democracy because of "right to assemble" . . . another place to go to without being 'trespassed'.
It's good to embrace any positives. However, this large public space and its $150MM 'landmark' does not appear to provide nearly enough public value, in many respects. Plus, the video comes across as pretentious. Mr. Heatherwick seems straight out of central casting. Two scarves, and the rest. Why is there a close-up of his hands, at 1:22? (Simply because he mentioned 'physicality'?) Indeed, there's a "Vessel", here -more like a funnel: lots of private-sector contracts to go around; and Related Companies, too, receives financial perks including major tax benefits.

I was there this week.. .Completey useless and boring. the whole place has the impersonal feeling of an airport. the Vessel is ugly and once you've spent 10 minutes in it, you're over it. the views are not great either. When i was there, I noticed that the barriers of the vessel are low and there is nothing preventing suicide jumpers.
