I think what many store owners want is an app that can prevent them for placing the order altogether so we don't get charged processing fees etc. That would be more ideal.

The worst think that is happening to online businesses at the moment is the frauds from the legal owners of the credit cards who place the orders, get their goods and then notify their bank about a fraud on them. They end up keeping the product and getting their money back.
