i honestly disagree because the majority of the public is dumb when it comes to law and politics. for a example, look to NIMBYs and how they've been very proactive in stopping any improvements to a community that would benefit the community. transit? get bent. new freeway to improve safety? can't do that. new drinking water faucilities? sorry, fuck off. new grid infrastructure projects to improve reliability and safety? nope! the 100 year old tech works just fine! just LED lighting can set off a NIMBY and stop it in its tracks. if you are gonna rely on the public to make decisions that benefit, then you need to make both the government honest and transparent, and teach the general public how shit works, like infrastructure, law enforcement and the justice system, your rights as a citizen of the US, among others in public school, and if need be, add in 2-3 grades to account for the extra knowledge. literally all it would take is a letter getting sent out to every person in a town or neighborhood to encourage the community to come speak out.

Benigno sounds more like a rights violating clown cop that needs to have his name spread all over the “do not allow your municipality to associate with this criminal cop” circles on the internet. Everyone of these trainers needs to be on a do not associate list and attendees need to be retrained.

proactive policing just needs to end in general in the country. cops need to stop being so damn shitscared of people. training cops to be paranoid pants shitting 70 IQ idiots over a camera or a concerned citizen is just not the way to go.
