One can apply for it and after some checking they get the status and the benefits of seat reservation in Universities of medical, engineering, law and others with concession in fees; government jobs; etc. So initially this program was to be stopped after a decade of independence but as politicians saw this as a vote-bank, this continued. But because of corruption and because of the weird way policies are written and interpreted by the bureaucrats- the not so poor, the middle class some rich get these category status and get their children in good universities because then the admission marks requirement is low for them.

Guys you know that there is a caste system in Indian. So there are some castes that are backward or are in minorities so there are diffrent categories based on which they get different levels of relaxation. They also get relaxation in fees etc.This is basically to help they grow to the equal status like General Caste catagory. There are some disadvantages of this system as well.....
