Zeng Jian, the drug lord of Hong Kong, hastily fled to Thailand to escape the pursuit of the police team led by Xiao Hong and Ida, leaving his mistress Carry behind in Hong Kong. Several years later, Zeng returned to Hong Kong under the identity of a Thai Chinese named Sha Hua, while Carry had married the police superintendent Jin Zhiyuan. When Zeng found out about this, he became furious and set up a gambling scheme to deceive Zhiyuan, causing him to accumulate a huge debt.
