The Kenpachi is the title of the strongest as a form of significant position. There were 10 Kenpachi prior to Zaraki so each generation had an outstanding soul reaper as a form of secret weapon. That way the Gotei 13’s strength is acknowledged besides the head captain

what's even crazier is he's a battle maniac, he fully embraces violence and bloodbath and won't mind either losing his own life just to have fun, even shown in almost all of Bleach he keeps his eyepatch which acts as his suppressor, he's constantly seeking strong opponents and even prefers someone 10x stronger than him just so he could have a proper challenge, ichigo wasn't even a challenge to him when they first fight, he just tested him and it took ichigo every ounce of strength he had even involving old man zangetsu just to prove himself to kenpachi.
