Local leaders are to receive £4.7 billion to transform transport in the North and Midlands through the Local Transport Fund - money that has apparently been reallocated from HS2. But is there a catch?

When Nigel was speaking about the news regarding the allocation of the local transport fund to local leaders to improve local connections, I couldn't stop thinking about the scenes in the shop from the TV comedy series 'The League of Gentlemen'. "Are you local? This is a local shop for local people - there's nothing for you here!" Thank you all for another great episode of Green Signals!

Some good news first which Nigel will approve off, the line was closed at Keadby outside Scunthorpe for 9 days for canal/railway bridge works. A number of freight operators trained their drivers on the diversionary route via Brigg, in total just shy of 200 working were done over the Brigg Line in a 7 day period. Sadly TPE do not train crew via Brigg on their Cleethorpes to Sheffield route so passengers had to use the dreaded rail replacement bus. In Lincolnshire local politicians are not that bright so the Local Transport Fund will mean money for roads not supporting local rail. The Independent Brigg Line Rail Group

Another great listen. Wide variety of topics. HS2, menopause, Zebedee and Leven all mentioned at some point! Politics eh ? The frustration some of your guests have. The Raul minister seems to be supportive and engaging, but he looks behind his back and sees his Government are miles away from supporting him at the front lines. Why can't we get things right ?

Nigel’s mention of Johnny Morris reminded me that he was railway related himself having voiced many audio Thomas and friends stories which I think I still have somewhere! Mr, Morris was also vice President of the Bluebell Railway for many years. His autobiography is worth a read if you can find a copy.

Sorry, from the PM down Ministers are saying not only that they are reallocating spending from HS2 to other projects, but also that it is only possible to fund the other projects because HS2 was cancelled. The second claim is stronger than the first and is indefensible. It's just not true. The government could have funded these local transport schemes in the north or not. It could have done either of those things whether or not it went ahead with HS2. There's no dependency one on not doing the other. The potholes would have to be filled in come what may. I appreciate there's a limit to how much can sensibly be spent on transport, although I don't accept that we are anywhere near that limit - we're underinvesting. Even if I'm wrong, however, it would not be prudent to cancel planned expenditure on valuable infrastructure and spend it on subsidising buses to run in the evening or some crumby gadgetbahn.

Great set of topics again, will be interested to see what northern projects ever get started. Important discussion with the two ladies as well. Happy to see you mention the Leven reopening. Handy tip Leven is pronounced differently. Rhymes with Leavin' . I suspect you might be thinking of a Cumbrian viaduct with a similar spelling! Interesting ScotRail are not letting us know the result of the consultation about which route the trains will take in fife, I.e. via kirkcaldy or dunfermline for some unknown reason. Must be a big secret! Great listen as always.

With funding of projects isn't there an argument that the money for HS2 is an investment that (say) for every £ spent, the country will get back ££. BUT when it is spent on potholes there is no return.

Yes, although spending on opex is still a legitimate thing to do as potholes do have a negative impact. Perhaps the answer is we have to do both!

Great episode as we have all come to expect! Interesting observation from Richard about contracts getting in the way of performance (picked up from Andrew). Yes indeed. There was an exchange on 'X' some weeks ago about this very thing (I'm sure Nigel you were party to it?) the point was well made by Grahame Eccles that managers who knew what they were doing, could so easily boost their Schedule 8 income. The one factor that sticks in my mind is being at Waterloo and the train I wanted was cancelled but the previous train was (by some miracle) running 60 mins late! SWT were dab hands at running trains very late but to most passengers their train was on time! TOCs in same owning groups that run services over the same route can play all sorts of games to boost both Schedule4 and Schedule 8 payments. All because payments are made on Lateness as measured at Contractural Monitoring Points - Delays are merely the mechanism for working out responsibility.

Interesting comments about HS2 funding but one thing wasn't touched on. Using Opex for Capex - such as filling in potholes!
