From her debut Bae has been associated with dice, as a representation of randomness, and a reflection of the chaos she represents (in her debut her age was described as "roll a dice"). So far her originals, "Play Dice" and "Psycho", play to expectations of what a chaotic characters music would be, while her covers have gone in other directions. Maybe this is why the gods appointed her chairman of the Council.

Bae is fcking amazing man, she really can sing anything man (Also the song is just her playing around, like no dark meaning about her, there might be like another meaning of the lyrics for her, mostly about being herself and doing what she wants)

She is the embodiment of chaos. Rolling the dice is her chaotic personality talking. Rolling the dice is a gamble and you never know what you’ll get and the uncertainty of it all is chaotic in itself.

A couple things here. First Tom H@ck is great. He also helped with another Song in Hololive, IRyS's Here Come's Hope. He is also the Music writer for probably one of my favorite JP bands MYTH & ROID. Rolling the dice is just generally just tied to randomness. Chaos=Random that is the short answer to it. If you ever heard the phrase "roll with what you got", that is basically what this is. A dice roll is unpredictable just like life.

I think rolling the dice in Baes case means taking a chance in life. Whatever the situatution is, roll the dice and see what happens. Results may be bad but... Alea iacta est.

About this dice, it was referenced in Japanese culture several times as something related to risky luck. For example one reference that I can show right now is scene from Hunter x Hunter: kzfaq.info/get/bejne/grqlis-pr8eZaYE.html it's self-explanatory. The other references I saw of this dice similar, but with slight differences.
