Freshwater in seawater or the other way around I forgot witch one but whichever one it is makes the fish intake too much oxygen they absorb oxygen from water and they do it too fast so I guess kind of

I know it's all semantics but fish wouldn't "drown." They would die from asphyxiation in that situation. Drowning refers specifically to the lungs being filled with water. Asphyxiation refers specifically to being deprived of oxygen. A fish being submerged in water with no oxygen would die of asphyxiation and not drowning.

Fish can drown, if it goes in the wrong water level it can have less oxygen/ too much oxygen that they can die from it so technically they are drowning.

They die if there is no oxygen in the water so yes they could drown
