I think a voice can tell a lot about the color of someone's skin, even how light they are. Even light whites sound different than tan whites. The color of your skin and the tone of your voice come from your genes, so it would make sense to be able to determent one with the other.

You don't get it. The racial/biological part is only responsible for the pitch and depth of voice. The tone and the STYLE of talking is a cultural thing. Blacks in the US have not been assimilated into the main culture and have their own post-African post-slavery (non-educated) culture, therefore they speak in their own way.
