I believe they're just to scare players. It just enhances the experience of, "you're in a scary cave in the dark with monsters" theme that goes on while you're underground in Minecraft. Lots of contrast to the relaxing building and farming you can do on land.

practically in the game code some variables are taken that have to do with the environment surrounding you, biome, height and distance or quantity of mobs around you. and when the set of these variables reaches a certain threshold the game randomly starts a sound that makes you shit yourself

The cave sounds are like real life lemme give you some learning. There is a cave sound that means minecarts falling and there is one which is the others that sound scary. Its just the sound of monsters like zombies, skeletons, creepers, endermans?, and others. Dont be scared just learn from this comment :)

I used to play a game called Craftsman 4 but when I heard my first cave sound I got creeped out and what’s worse is every time I go up and down the staircase I feel like someone was following me but no one was there but this kept going and I thought of deleting craftsman 4 and I felt bored so I bought another one called “Craftsman 5”. But still the staircase thing was still there so I deleted craftsman 5 and retrieved craftsman 4 but still it was there. I thought of something and thought of Praying to Jesus and finally it’s gone but the cave sounds were still there...so I bought Minecraft! And I had no encounters with crappy things!(but the cave sounds are still there).that brings us to now where nothing could go wrong!

The purpose of these ambient sounds is because when you're on a dark place and a weird sound commonly be heard it means there's a hostile mob nearby

Also there's a theory that the cave sounds represent the deaths of several minecraftian miners,it is most clear at the one sound where a cart is heard derailing and another sound which sounds like the derailed cart bumping into a cart which had a miner in it, the theory goes further with disc 10,which is a shattered disc which has the audio of a possibly lost miner mining until he hears a creature (possibly the warden) running towards him,the miner runs for his life,mining a path,but eventually he gets caught and the disc ends there.Also if you put most of the cave sounds on a spectogram,it gives you rails which were possibly used in the mine.If you put the 14th cave sound on a spectogram,it will give you Minecraft's most known hostile mob,the creeper.
