This whole thing is kind of super weirdly phrased (and the whole thing about the ancient weapons is kind of confusing) but basically up until now those blueprints have been passed down for whatever many generations, as a last resource in case the other weapons were awaken once again by evil people, to give the good guys a chance to fight back. But because the blueprints are for a weapon of mass destruction too, they can't build the thing and they can't allow it to fall into the wrong hands. Now, the other weapons are hidden from the world and the only way to get them is by reading the poneglyphs, and nobody but the archeologists from Ohara could read them. Nico Robin, being the sole survivor of the archeologists is now the only person with the power to awaken the weapons, which is why the government has so much interest in catching her and why her bounty was so high always. Tom, who was the previous owner of the blueprints, taught Franky and Iceburg that as long as Nico Robin was out there, and as long as she could be catched by the navy, they needed to keep the blueprints as the architect intended. But now things have changed, because now Franky knows that Nico Robin isn't evil, and that the strawhats are going to be there to protect her from anyone. So he's taking a gamble. Basically he's betting that the blueprints are no longer needed, because the Strawhats are going to win and the ancient weapons are never going to be awaken, so that horrific counter measure the architect of those blueprints designed, is never going to be needed.

I don't blame you. Robin's "I want to live" moment is one of the strongest in the whole show.

I think your forgetting that the original ancient weapon Pluton is hidden somewhere in the world, and that there is a poniglyph with its location, which Robin read in Alabasta, but lied to Crocodile about it being something else. So Robin knows where the original Pluton is, and the World Government wants to collect it for themself.

To answer the question of what would happen if an elephant ate the elphant devil fruit, it would depend on what model. The sword obviously got some sort of albino elephant, but later we see someone with the Wooly Mamoth model. if a smaller elephant breed ate the mamoth model, it would be able to turn into the larger version at will, and a combo that used the best traits of both forms. If it ate a model of the same type it is, i belive it would just allow it to turn into the peak physical specimen of that type.

pluton exists somewhere. the blueprint is for counter attack in case the original went wild. it would only go bad if the original pluton went under the hands of the government or some pirates like crocodile. but only robin knows where it is. since franky believes in the strawhats and that they would save robin, he also believes that there's no way for the govt to find the original pluton, making the blueprint pointless. he burnt it so that no one would ever make one.

There's a theory that Franky has extensively studied those plans already and, in essence, memorized everything to heart and, even better, has already drafted a better ship plan and is slowly turning the Thousand Sunny into the weapon, alongside himself. In preparation for Luffy's final push to be Pirate King. Those plans have been in his hands a while. And he's always been a curious runt. So this theory can actually be very, very possible. Especially since there can be better materials for Franky to find the further they're in and the closer they approach the One Piece.
