dude, dude, i did this with all dlc, its possible, ussr will try to do the kill trotsky spy mission always, you have to catch the soviet spy or prevent the AI from putting any spies in your country by maxing passive defense and having some spy with counterintelligence trait at home in the counterintelligence mission, being at war with the ussr might also help to target the soviet spies, go into your intelligence tab and take a look at your country shield, if its green then there is no soviet spy doing any missions there, ive gone past 1945 with trotsky still alive so its definitely possible

I got here by searching up "unhinged focus trees." Hoi4 is that game where either something plausible and grounded in reality happens, or Germany decides to declare itself the HRE for some reason.
