The simplest way of putting it, Y is a vowel anytime it takes the place were a vowel would typically be (usually taking the place of an I ) I.e. Every, any, symphony, etc. Y is a consonant anytime it takes the place of where a consonant would typically be. I.e. This was 4 months ago, and there was also a separate smaller video explaining the "and sometimes Y" thing, but I actually know enough to talk about this! It is dumb to say "and sometimes Y" because Y is a vowel roughly 97% of the time in the English language, if I remember correctly. This is largely to do with the fact that Y is used in nearly every adverb, and in effectively all of those cases it is a vowel. For clarification, adverbs are basically adjectives that describe verbs, or really just anything other than nouns. Some examples are quickly, jokingly, incidentally, and badly. Of course, English can't be that simple and there are still plenty of adverbs without the letter Y, such as here, there, now, then, and so. Y is usually a consonant in words that start with Y, such as yellow, yam, yes, you, and yell. It can also be a consonant in words such as lawyer and beyond. You could argue that Y isn't really a consonant in these cases because it is kind of just being used as a single-symbol diphthong (vowel sliding thingamabob) between the vowel sounds of "ee" and "uh", but at that point you have to make really clear what you even consider a consonant to be. When you really think about it, why do we consider a W sound to be a consonant? Why do we see an H sound as a consonant?! The main reason is that diphthongs, as well as other phonetic oddities, in certain contexts, act in a way that is more like independent consonants than sounds between vowels. TLDR; Y is a vowel the vast, vast majority of the time, and the rest of the time it isn't really a "traditional" consonant, but more is a consonant because we just made up what consonants are.

If I want to be truly pedantic lingustically, the letter Y is never a vowel, nor is it ever a consonant, because letters do not possess such qualities. They are just symbols that may denote sounds which can be categorised as vowels and consonants (or other types of sounds), and because in English, letters denote sounds contextually, some of them fall fall into less distinct categories, such as Y; other interesting examples are W and R, which are categorically beyond the simplified vowel vs consonant distinction.
