Seriously, how can alarm and distress be even a thing? It is subjective to each individual. What causes one with this may not cause another. You can't make rules based on feelings. Even threats. Crown servants make it up as they go along, they are always physhing for problems. They need to be personally accountable for overstepping their authority.

Basically, the officer claims that a phone call to the police is sufficient to prove alarm, however, it does not satisfy the above criteria.
