From Season 1 Episode 14 “Plain Clothes Day”: It’s Plain Clothes Day, where the training officers ride along without their uniforms and do not assist their rookies in any way. West is eager to break his fathers' records but gets stuck on desk duty. Chen gets a complaint while trying to prove herself to Bradford and Nolan states his intent to make detective in five years.

No it means their superior the police officer that is training them follow in civilian clothes and you make all the decisions to see how you handle yourself. They are told to only step in if it is a life threatening situation.

Even though the woman complained about the dog, she was probably nicer to it than the owner. That's why the dog gave him up. No sense showing loyalty to him, he didn't deserve to have a dog anyway.

A felony is just a high class crime, like murder for example, it doesnt necessarily have to be breaking a federal law though vs a misdemeanor would be something like a speeding ticket or a dui. Are felonys crimes against the federal law, sometimes but not all the time. Same goes for misdemeanors.

@@fileoffish1403 That's actually not exactly right. It is a Federal Felony, which as you said is why it is a felony across the nation. However, states can have their own felony's too which can be different front other states. But if it is a Federal law then it is enforced nationally. To learn more I'd recommend researching the Tenth Amendment
