I think you should not rely on the rigidity of the plastic case. The entire system from the engine to the stern tube with shaft bearings and propeller must be on a rigid metal frame to prevent misalignment if the plastic housing is to play. As a shaft seal, it is better to use a graphite spring-loaded mechanical seal of water pumps. The engine cooling casing is aluminum - this metal will not live long in sea water, especially if the neighboring parts are made of steel - an electrolytic pair is created (school chemistry course) and aluminum is destroyed, turns into white powder. But before that, there will be active salt deposits on the cooled walls. Such a scheme of direct cooling with sea water was abandoned in the Navy. Now there is a double circuit - sea water cools fresh water, and fresh water is fed into the engine for cooling. Metal corrosion is greatly reduced.

I would recommend using RC jet boat kit. It's gonna be a bit expensive but its more quite, no exaust sytem needed and more potential on the design variation..

My first experience with the original jet ski concert. Approx 1966 Norris lake, Tenn, Shanghai dock. The platform would fly across the lake at speeds unreal for the times. I was about 15 then and we had a blast. It was called a Skipjack by the elderly man who brought it there for his grandson. I could draw a picture if need be. I believe that it could be redesigned and still have a considerable market in today's desire for speed. Norris craft boats, Shanghai dock still there.
