He gets security if he gives the Royal Family 28 days noticed of his arrival, it seems like he doesn't fancy telling his family when he will be in the country and for how long. He just wants to be able to come over on a whim and have no accountability with the rest of the family. This is just the first step so he can reclaim his IPP status and not have to bother paying for any more highly skilled protection staff to fetch his coffee or dry cleaning for him and his wife.

FYI: he still gets security when he's in the UK on official visits as long as he informs the Home Office 28 days in advance so they can prepare and evaluate the threat level.
