Well, to be honest, Sasuke was clearly asking for death through his actions subconsciously, that's how miserable his life was. Uchiha clan was already distanced enough, we would have had more Sasukes but instead, Itachi bloodied his hands. and also, it's the village where Danzo is in charge of the foundation(He doesn't like Uchihas much) So these kids were going to die anyway, experimented upon at worse.

He didnt want sasuke knowing the truth. He didnt want anyone knowing the truth. He wanted sasuke to think he was a villain who killed the clan and lived so sasuke could avenge the clan/restoring uchiha name. He tortured him as a way for him to get stronger even telling him to kill his bestfriend to gain power. he wanted him to become stronger and hate him using that hate as fuel. Itachi after his death when hes reanimated you can see his change in demeanour when he realizes sasuke knows what really happened
