Emperor I disagree itachi is above middle tier and to say otherwise is plain wrong for you example of Minato or the raikage while I think he would lose to minato he would beat the raikage no question in my opinion (note while not 99% blind like against sasuke) itachi was stronger and faster then sasuke in there fight which sasuke was fast enough to dodge and hit the raikage not to mention itachi was holding back in his fight with sasuke which would make any argument of sasuke only being able to dodge because he got faster or because he was using chidori null and void and if not blind would have much better visual prowess then when sasuke fought the raikage because of his years of training with the mongekyo sharingan and sasuke had enough time to “think” not to mention if the raikage does get hit by tsukiomi the totska blade or depending on the spot Amaterasu he is done for no question on top of that the raikage couldn’t even hurt itachi because of his more evolved susano the sasuke had plus the yata mirror
