This a performance from the Japanese comedy group ラーメンズ (Rahmens), performing one of their many skits on Japanese language being taught by foreigners.
This one is about the prefectures of Japan. I made English subtitles and commentary on some of the finer points of the comedy.

オンエアバトル、高校生の頃から見てました✨BGM懐かしい! ラーメンズのネタは、読書対決や日本語講座等、言葉を上手く使ったり、キャラクターを活かしたネタで好きでした。最後にオンエアされたネタ、続編が残念ながら高得点でもオンエアされなかったので、一度見てみたいです…。

I'm not gonna lie, one of the things that always, always gets me about this video is the perfect timing on the subtitles and the way Ibarrrrraki just kind of extends out...

投稿主さんはご存知ではあるかと思いますが。 この作品が放送されたテレビ番組は10組の芸人の作品から面白いと評価された5組の作品が放送されるコンセプトで、彼らはこの作品を13回目の出演で披露したと最初に記載があります。 そしてこの作品は、2回目の出演の時の「にっぽんご」という「日本に来た2人の青年が日本語を学ぶ」という内容の作品を、イタリア語も話せる先生とイタリア語しか話せない生徒のような二人に置き換えて作られた作品です。 ちなみに放送は2001年当時の日本人の持つイタリア人の姿なので、今もこの通りとは限りません。 一応思った事をコメントしてみました

3:23 The Japanese phrase “Sanran shiin” means “spawning scene(産卵シーン sanran shiin)”, not “mess(散乱 sanran)”. It is rare to use the word 散乱(sanran…mess) with the word シーン(shiin…scene).

Given the way they write out these portmanteaus in that flash video with the cats, I think Kayama Hiroshi and Chiba Ai were supposed to be personal names, and the following impression of the students making an end of year speech is probably meant to be in the voice of this "Kayama Hiroshi." Aside from that and the other things people commented on, great subtitling!

@auracel Haven't seen them live-- apparently the tickets aren't expensive, but they sell out quick. Comedy groups like these are going through sort of a boom in Japan, so many of them are pretty popular. Another one will be coming in the future. : ) ~ Jethro.

@CIKASA Yeah, I remember reading that in a comment on another video somewhere else, but I wasn't sure if it was right or not. おなら isn't *really* a word in my usual Japanese repertoire (maybe I just haven't found the right Japanese people to talk about such things yet!), so that joke flew right over my head. 3:17 “Guntama” doesn't sound like a dangerous person but an animal. (It doesn't matter whether the animal is dangerous or not) The word “mesu (female animals)” is a basis of it. This word is usually not used for humans.

It's possible. I've seen them do variations on this piece on a couple of different shows, but I'm not familiar with other groups performing it. Still, I wouldn't call myself very knowledgeable with お笑い in general, so I couldn't say for sure.

Thank you! Mistakes like that are not surprising to me-- I am American, after all. To be fair, the quality of the sound is not the best, either. I just listened to that part again just now and I still can't tell the difference.

@moocapiean Yeah, Chiba, Shiga, and Saga are all different prefectures in Japan. The running joke, as I understand it, was just taking advantage of the fact that those prefectures rhyme and also saying them in a fairly ridiculous manner is pretty hilarious. ~ Jethro.

4:11 以上、147名 "mei" is used only when counting people. 4:11 代表1組 カヤマヒロシ "representative Class 1's Kayama Hiroshi" 4:11-4:14 looks like a graduation ceremony. A teacher calls students name one by one. Yamaguchi is very latter family name in Japanese alphabetical order.

@kikira77 Going back and looking at the kanji for the prefectural names, I think you're right. I hadn't thought to do that before. That being said, I think that my initial interpretation for メス (surgical knife) and 散乱 (mess / scattering) are pretty funny as well. So, all in all, a punny success. ~ Jethro.

3:22 「オオグンタマのメス」"Ooguntama no mesu" doesn't mean "Big Guntama's surgical knife". In this phrase, "mesu" means "female animals", so "Ooguntama no mesu" means "female Big Guntama". ("Ooguntama" and "Big Guntama" is the name of the species. "Oo" and "Big" is a part of the name.)

I always wondered if the portmanteaus were meant to mean more if you read the kanji of the original place names. So for example, gifu comes out to mean "love hill", which could mean "breast", so "chicken ehifu" is "chicken breast". And what's a "precious mess scene"? I always just assumed it meant a sex scene of some kind..

3:31 エヒフ"Ehifu" sounds like a menu at a French restaurant. 4:01 カヤマヒロシ"Kayama Hiroshi" Kayama is a family name. Hiroshi is a male name. 4:06 チバアイ"Chiba Ai" Chiba is a family name. Ai is a female name. 4:08 ヤマグチシズオ"Yamaguchi Shizuo" Yamaguchi is a family name. Shizuo is a male name. Hearing this name, prefectures Yamaguchi and Shizuoka occurs to me.

メス = female of a species. 大軍玉のメス; the female of the great Guntama (species). 大軍玉の貴重な産卵シーン then follows “the Great female Guntama’s precious egg-laying scene” (nature documentary, lol.)

Kyonara probably means a big fart. Kyo as in kyodai for "gigantic" and nara as in onara for "fart".

4:30 I'm afraid that the subtitle in this part doesn't fit this situation. In this part, they say “Nihon no shuto wa CHIBA, SHIGA, SAGA!”, which means “The capital city of Japan is… CHIBA, SHIGA, SAGA!” It may sounds “Nihon no hito wa…”, which means “the people in Japan are…”(the same as the subtitle).

The subtitles are out of place. In 3:33 it means, A chicken's Ehifu (which they make it sound like a dish). Not A chicken from Ehifu.
