Ehh, watch it again, he puts on plenty of accents. Not everyone has to sound like a walking stereotype just because they're from a certain area. Louis CK and Bill Burr lived in Boston and they have lots of material on how they thought everyone there talked like a goddamn moron. Hell, even Jerma985 was from Boston and didn't talk like an illiterate dockworker all the time.

The “Boston” accent he’s using is very specific to Boston proper. For someone who grew up there and never left, sure, probably should’ve used it more. But the broader Northeastern accent/New England accent is much more subtle. Folks may only go non rhotic for certain words because it’s only certain words that they grew up hearing a certain way.

Fritz had a good excuse - he dumped him and thought he got away with it. Little did he realize Costigan followed him and called it in as a favor to Delahunt. Costello and Mr French knows it was the rat that called it in. He wasn't angry about the cops finding the body - cops could've stumbled over it. He was angry that Fritz didn't check to see if he was being followed and who followed him.

Read somewhere this was ad-libbed by Jack and Scorsese liked so much how it turned out, he left it as is. Don’t know if it’s true or not but supposedly the blowjob comment was unscripted so the laugh from Fitz is supposedly a real laugh and not an act. Could all be bullshit though but that’s what I read.
