can we use the device with segger softwares like segger J-flash or J-link commander?

Yepp but limited to STM development board. Read the T.o.c from Segger..

Hi Gabriel No I haven't made any test comparison between ST-Link and J-Link. My main motivation to use J-Link is the Segger RTT Viewer that I like a lot. Regards from Cold Sweden +3Deg/C :-)

Too bad this does not work with boards that contain an ST-LINK V3...
