What are the arrows that indicate the moving directions of the trains for?

That indicator is installed to warning the train(s) other than the nearest train is approaching there or not. It's the equippment for rail crossings without barrier formally, unnecessary for rail crossings with barrier, but actually most crossings equip it. Today most rail crossings in Japan have barrier but weren't so in past time. If that indicator isn't exist on rail crossing, waiting pedestrians may misunderstand to be able to cross there instantly always after of a train's passing. In urban area of Japan, it's not uncommon for another train to come from the opposite direction immediately after a train passes.
