Romans 4:5 But to him that worketh not, but believeth on him that justifieth the ungodly, his faith is counted for righteousness.

What Paul teaches in Romans is that faith without works still gets you to heaven because belief justifies you. What James is teaching is that faith without works doesn't benefit anybody but yourself.
