BASIC accounting would prevent this. EVERY type of governmental budget has to have a review annually, plus an inventory of property and equipment. That's what township and county clerks are for.

@@JimsEquipmentShed I was in a National Guard unit where the Warrant Officer in charge of vehicle maintenance got busted for ordering surplus military equipment, then hiding it on his property. They got suspicious when he got a crane delivered surplus from Japan... Don't know if it did any prison time, but he lost all his rank, military benefits, and retirement...

When they do this in Pennsylvania it often gets swept under the rug, or other township officials do all they can to obfuscate the investigation and the evidence. And extremely poor accounting practices make audits practically useless and those not so useful audits only go back so many years. The accused usually pays back whatever amount their bonding doesn't cover and they get probation. The proceeds of their embezzlements that date back farther than audits are free and clean, that's how these criminals afford top rated legal representation.

Clark Co. isn’t “small” by any stretch of the imagination, but it does have a long history of corruption. Six generations of my paternal have lived in Clark Co., IN( back to 1834); with two exceptions all Clark County Sheriffs have been corrupt. It was so bad in the 1930s and 1940s the ISP would not inform the Clark Co. Sheriff’s department about any operations they(ISP) were conducting in the county.
