You do that just in case the person's card/ticket was invalid before you insert yours. This prevent you from having to talk to the attendent of what has happened. Normally the trash bags need to be clear or milky. The garbage men will not take it if they can't see what is inside the bag if the day of the trash isn't what's inside the bag.
