I think this might be Ezreal's April Fools skin or lore-related skin. Also, I like his interactions with Ez & Lux.

It is lore related Ezreal uses a fake identity in demacia as a sentinel of light since he is a mage and Demacia hates mages.

Its is the msot vanilla ship but really lux and ez really do have alot in common, the reason being that their blonde mages from utopian styled societies which are cover for the wretched insidiousness which they hate and so they put on a confident mask to both hide their insecurity and contempt for their nations arcaic laws but what they really want is to see the world and of course their are a few thing like their livelyhoods, usage of powers and "masks" which lends well the idea their not cousins. So yeah it is a pretty vanilla ship but one that can go in interesting directions, hopefully when Kai'Sa comes to demacia she befriends Lux and thus more for the friend group
