That'd be a static method, so at class loading time itself it will be executed. You don't even need to create an object if it's a static method.

If B extends A, then every B is-a A. So you can store B's in vars of type A. But it doesn't mean every A is-a B. Every dog is an animal, but not every animal is a dog.
