Because it's how gum is made. That's why it's not healthy to swallow. Chewing gum has synthetic rubbers as a base

The rubber won’t kill you if you swallow it. The rubber doesn’t get processed in the human body so it’s not bad for you, just not recommended.

@@iasyama1999 More than likely that factory makes more than just jawbreakers, they probably make all sorts of different candies. they were invented in the technological revolution. And back in the early 20th century making confections was a big business, just as much as it was manufacturing the automobile.
