JD CEO said, with confidence, that JD would be profitable in 2017. However, I looked up JD's annual report in 2017 and the company had another loss making year. Is this a sign that the CEO is someone who overpromises?

No, he told that because she can't understand his vision about investing in logistic and expansion. He will continue to spend a lot of money to became more profitable in the next 5-10 years, he have a very long term view
