1. Prof Sachs' comment is absolutely correct. 2. The world should not worry because China's mindset and national policies are based on Confucianism , i.e. mutual respect , peaceful coexistence , mutual prosperity , etc.

The US and China had had a wonderful global supply chain to provide cheap and quality goods to everyone in the world. Every country invest industries to produce things for the world supply chain. Now this chain is broken and with the US overcapacity of sanctions around the world and raising tariffs , the global supply chain is in tethers . Every country suffers and the world trade is tanked. People stop investing. With wars around the world causing inflation around the world , the world is in a mess /The US Empire is crumbling and it will take many years to restore to previous prosperity.. Now with de-dollarisation around the world, the US future is doomed..

China is working on One Belt One Road , on Trades & Infrastructure projects . China is the #1 or 2 trading partner of over 140+ countries . The US is working on One Bomb One Road , on Wars & Bad-mouthing China . The US has over 750+ Military Bases around the World ( 313+ surrounding China ), and still building more around China . There are too many Warmongers in the political circle in the US in the last few decades .

The problem is that the UN will never be able to be independent because you get what you pay for in this world. America has the cheque book. They will always be able to pay buy the influence. You must first create a competitive system in which all countries are equal. Not a system that is forced apon the individual countries but one that can be scrutinized and joined at will. No country can be banned. No country can be sanctioned without overwhelming support from the organization. Trust will be the hardest part to get. Is that possible?

It's time for the world to move on from America's dictatorship on international order] The US was created upon European immigration and colonization, African slave trade, genocide of aboriginal people, and conquest and forced annexation of foreign territories. Rampant racism against minorities, widespread drug abuse, frequent gun violence, cruel exploitation of new immigrants as cheap labor, ridiculous gap between rich and poor, looting of global wealth through addictive money printing, economic and military coercion of "allies and foes" around the world, bombing and killing of millions of civilians in foreign lands under the cover of "human rights, democracy and liberty", are some of the key features of American led so called "rule based international order". The American tyranny of dictatorship on international order based on lie fabrication, economic coercion and military bullying will soon come to a slow end, following the outcry from the world against the atrocities happening in Gaza. A truely open, free and democratic international order based on UN Charter will be restored for all of humankind, which is exactly what the Global Development Initiative, Global Security Initiative and Global Civilization Initiative are looking for.

If you have carefully read the specific content of the United Nations Convention on the Law of the Sea, you should know that under the framework of the United Nations Convention on the Law of the Sea, the only judicial body with the power to adjudicate is the International Court of the Law of the Sea. If you look closely, you will find that the Permanent Court of Arbitration in The Hague has no connection with the United Nations, and the United Nations has not given it any judicial power. The Permanent Court of Arbitration in The Hague is not a formal international organization. Its role is equivalent to a mediator. As long as the parties to the dispute agree to hire it as a mediator, it can make a ruling. Of course, since it is not a formal international organization, it has no funds, and each party involved in the mediation needs to pay it a retainer. This is why the Philippines paid $30 million at the time, because China did not participate, but in order to get a ruling in its favor, the Philippines paid double the retainer. If you want, you can also pay a fee of $30 million to hire this so-called Permanent Court of Arbitration in The Hague to sue anyone you want. I can assure you that as long as you pay the fee, you can get any ruling you want.
