Those are the Catanooga Cats, an old Hanna-Barbera cartoon show that aired before "Scooby Doo, Where Are You?", except they weren't animatrons, of course. The female cat is named Kitty Jo. The other 3 are named Country, Scoots and Groove.

They're animatronics so you can bet some disgruntled worker programmed them like that. Explain the joke alert: Any kid singled out in a crowd for a bad reason is likely to feel like they're being publicly shamed, especially if they're starting to develop social awareness. This being a zany cartoon basically says "yes they're shaming you on purpose" helping drive the point across as hard as possible.
