Interesting point. Although for one culture to be unanimously accepted many more have to be given up and I'm not sure if that's something that should or even could happen. That's what Spain, Italy and Germany tried to do in the 20th century. China and the USSR tried this. Every colonialist nation tried this as well. On paper cultural inclusivity sounds great but how do you make sure its not genocide?
