He has a lot of masks, and he knows how to fake submission very well, you can see that in Zed's comic where he worked for Navori and Kusho but in the end Kusho's death was all his plan. I don't really agree with the "chaotic evil" term, yes he has a chaotic evil side but I think DnD alignments are very simple to fit certain characters and Jhin is a very complex character - even more by the fact that Jhin has more than one persona and you can see that in the character's own contradictions and melancholy on some occasions
