Canadian building codes would never allow such a building. To start, the walkway along the water would require a handrail; besides, we could never build that close to a waterway - insurance would be impossible due to the risk of flooding; and finally, we cannot afford that sort of exterior access system due to the cold climate and energy performance requirements. Much as I love looking at Japanese, Australian and Brazilian architecture, those buildings might just as well be on another planet.
