This is not true my friend. It's a myth that just refuses to die like the one which says you need a male companian with you at all time. You can be barefoot. You can wear T-shirts with half sleeves in most areas in except Makkah and Madinah. There is an Islamic dress code that applies to both males and females. It mentions specific body parts that you have cover. It's about modesty and is followed by people in almost all Muslim majority countries. And sometimes it isn't without any repercussions. Interestingly it does not mandate the use of an abbaya (the long black viel thingy) but Muslim women chose to wear it as a personal choice. Not gonna sit here and pretend like women have equal rights in Saudi but some things just aren't true.
