Try using the game's contrast set to low. High contrast tends to make the dark areas even darker. Also, make sure your TV is in PC mode (if it supports it), your TV's black level is set to low, your PS4 RGB setting is set to limited, your TV is set to a "standard" picture mode, all dynamic picture settings on TV are turned off, and your TV's color tone is set to warm2 or whatever warmest setting is available.

I properly calibrate my surround sound (Marantz receivers with 7.2.1 and Axiom Audio speakers Im running now) and TVs for years, and around this time in 2017 I bought that Samsung tv when black Friday sales were 1,000$ after doing research. My settings for HDR mode are so close to you, max backlit...only have Smart LED on medium or high, brightness around 43, and I had to adjust my own 10 point color spacing. For non HDR I run movie, with backlight lower around 13 I believe? But this game, like sooo many on PS4 Pro, have serious darkness/contrast issues when HDR 10 is on. Dark Souls Remastered comes to mind I played weeks ago also! Even Xbox One X HDR games...I think developers still are having issues standardizing some things with HDR. Because 99 percent of normal games and blu rays and 4K movies are amazing when I watch, so I know its not my settings wrong on equipment.

joelster when you turn off the hdr is there a diffrence if you put your tv color to native then auto?

have you try to use hdmi black level to normal? I think that's why the game looks very dark.
