The last two American vans before the Met Police Land Rover are diplomatic vehicles. They both start with 274 D. 274 is the country identifier (US has numbers 270 - 274), D stands for "Diplomatic", and the last 3 digits are random. Usually, their number plates are in a slightly different font to usual number plates, but the DVLA have got lazy on this for some reason and have given them the same font as everyone else.

All Issued Diplomatic plates can be identified by a continuous DVLA engraving along the bottom edge
