It's meant as a joke about Boss Hogg's "generosity". The show is FREE but he's charging extortion prices for beer and popcorn which would normally be cheap.

Blake Shelton's "country" music feels a bit too pop, while Johnny Paycheck was country to the core. Comparing modern Country singers to legends/classics will generally backfire as they don't come close to the originals.
