The batman who laughs, i think, you see once you go cosmic and omnipotent the only things that really matter are Willpower and Writers Bias so in that metric Joker is weaker because he is not really that crazy, the joker is just a hypersane human that despises authority, he doesnt know why he is like this and neither does he care cuz its all a big meaningless joke after all, which makes his mind very unique and impossible to reason with and i think all he craves are people who understand him, soo he tortures others so that someone breaks and realizes, just like him, that everything is just a big joke. In that vein he sees batman as a kindred spirit, the one person who could, with enough of a push, see things just like him...and this craving for the understanding of others its a very human thing, so Jokers motivations are really just not cutout to being a God hence why emperor joker lost to superman and batman. Now the batman who laughs is just plain crazy and its not really a human...He is just the worst fears of batman made real by the way the dark universe works, he just wants to consume and destroy, not for understanding, not even for power itself, just so that everything is darkness and has the intellect and willpower to make it a reality sooo he is basically already just a cruel god, which makes him kind of plain if im honest, one way i think Emperor joker could beat the darkest knight is if he recreated the ending of the killing joke in front of the darkest knight but let it play out with both Emperor joker and main line batman laughing together cuz its one of the few times that both reached an understanding for each other a moment where bruce doesn't fear becoming like the joker and the joker feels batman understands him which I THINK would make the dark universe that birthed the batman who laughs get retconned to shit and he along with it cuz that's all the darkest knight is, fear and insecurities from a real universe.
