Second of all, any shot a skilled fighter like Jones can leave you with a major injury not just a knee kick, he can frontkick you in the face and hyperextend your neck. And finally the elbow spin in the clip you can clearly see that the opponent ducked his head which lead to the elbow landing in the back of the head.

Rules are only set in place to save fighters careers in the long term, you can't set a precedent that it's okay to permanently cripple everyone you fight, or when fighters start to mutilate eachother then the UFC will fucking die for the lack of (good) uninjuried fighters.

There's not really any bend in the gloves to form a natural fist. Trevor Witman actually designed some gloves to specifically stop this and prevent eye pokes.

So while the weight isn't heavy, the force is still the same because someone is explosively hitting it with a full kick. I'm sure it's illegal because they want to discourage as much permanent damage to fighters as they possibly can while also trying to keep as much combat as possible. That knee kick doesn't instantly end fights, similar to eye pokes, but it will certainly lead to permanent issues as evident by Rampage saying his knee is _still_ fucked up to this day.
