Edit: I originally stated that DIO was supposed to have had the ability to copy all the stand abilities from part 3 but it was scrapped. However, this is really just a rumor/theory right now with no source (as far as I know). My apologies there; I should've done more research before stating that. I don't wanna spread misinformation or anything like that so I got rid of it. If anybody does have a source or can confirm it's just fake info, please let me know. What we do know is that this stand was revealed to be Jonathan's in the art book Jojo A-Go!Go!, which was written by Hirohiko Araki himself. That's pretty much about it. DIO has it because he has Jonathan's body. Here's a quote from Araki: "He's able to use a similar clairvoyance as Joseph because his body is Jonathan's from the neck down." - Hirohiko Araki, from JoJo A-Go!Go! The spin-off novel Over Heaven dubs it Hermit Purple #2 but the canonicity of the novel is up in the air i.e probably not canon at all.

In part 5 when they switch bodies we learn that the stand has absolutely nothing to do with the user's body, but with the soul. If it's Dio's soul it doesn't matter if it's Jonathan's body, it's still just Dio's stand. What I think is that Jotaro never really "stole" Dio's ability to stop time because it was his all along. I think Dio's connection to Jonathan's ancestors allowed him to not just use their stand abilities but to improve them. The World is just an improved Star Platinum, and the stand seen in this video is just an improved Hermit Purple. Who knows, maybe with time Dio could've developed an improved Crazy Diamond.

It's possible that the ability of 'The Passion' is more like fortune telling, it can see peoples' fates and their desires, which goes well with Jonathan Joestar. He's defied fate, overcome odds through sheer determination and has witnessed people like Anthonio Zeppeli succumb to their fate, and his was one that was completely inescapable. Speedwagon also stated, when Jonathan was fighting against Blueford, how he was fighting for his wish for a bright future and for everyone. If his Stand is like fortune telling and can also make Spirit Photos seemingly better than Joseph, it seems to fit in with all those traits and etc. If Jonathan used his Stand, himself, and could see the future and his friends' wishes, he'd use that to defy fate.

At this point I strongly believe Dio was able to respond over the TV due to hermit purple he had from Jonathan.
